The feeling I get is that policy is going to be a horrible minefield for the near future (my university's policy teacher almost didn't bother teaching either of her classes this semester, apparently), and the federal job market is going to be iffy, too. I would start working backwards. Identify some places you'd like to work or some open jobs you'd like to have. See what they require. Plan from there.
