I saw an interview made when Persona 3 had just come out. The writers excused the "only one persona for other people" with the excuse that "Actually, that's just the mask they're always wearing around you. They'd use different personas if you weren't always looking over their shoulder." Then The Answer came out, and that idea had already been forgotten.
