Is it unreasonable to want extensive prison reform that greatly reduces the prison population, length of sentences, along with overall much more humane treatment and rehabilitation, while still wishing to see the Timothy McVeighs of the world get their proper comeuppance?

Seems like instituting higher standards of evidence could help as well. I'm unsure what it takes these days, but something as simple as requiring some form of physical evidence: DNA, film, etc as a prerequisite to receive a death penalty would be a good step.
