Somebody I used to know told me once about how he was working to clean up the old asbestos insulation from a paper mill. This involved taking it out and stuffing it into clearly labelled bags before sealing them. Apparently after it was done, him and a friend grabbed one of the empty bags,, filled it with sawdust, and then tossed it in the middle of a busy intersection in town.

I'm going to be extremely prejudiced and assume miners aren't often reading scientific or medical journals. So without an education campaign they wouldn't hear about exactly how bad it was, and nobody was willing to pay for an education campaign if they didn't have to.

The miners probably knew mining was dangerous even if they didn't have data on exactly how dangerous each aspect of it was. Coal miners get black lung. Asbestos miners get asbo lung. That's mining for you. :shrug:

That's why safety regulations need to exist.
