I'm going to be extremely prejudiced and assume miners aren't often reading scientific or medical journals. So without an education campaign they wouldn't hear about exactly how bad it was, and nobody was willing to pay for an education campaign if they didn't have to. The miners probably knew mining was dangerous even if they didn't have data on exactly how dangerous each aspect of it was. Coal miners get black lung. Asbestos miners get asbo lung. That's mining for you. That's why safety regulations need to exist.
