I think Bisping v GSP is a great and interesting matchup. Who cares whose turn it actually was, it's not like the UFC has cared that much about rankings in the past. They're make a fight that lots of people want to see. After Bisping wins maybe Nick Diaz can come back and be his next opponent.

Surely putting the #4 ranked ftw, 24-7, against someone who is 13-12 and should probably be a gatekeeper in a B-League MMA promotion is a really interesting sanctioning question. I guess the answer to that is Texas?

One problem with explicit "lose and you're out" fights is that we/they tend not to want to have a fighter cut if they're part of an exciting FOTN. "Loser leaves" would be more likely to foster tepid bouts.
