Square-Enix announced the new caster class for upcoming expansion, hired a cosplayer to model it as well for the FanFest keynote.

Edit: Or maybe a regular model they hired to cosplay. Either way.

Is this enough work to count as cosplay or is it just a cool piece of craftwork?

I got to about 10 cons a year, and Best Prop is a frequent category at them.

(I've never seen what would happen if you entered with just a prop not supported by a costume though.)

There absolutely have been costumes with just that. There's also a thing I got from some gadget giveaway that has a small belt-mounted audio device and a detachable button to put under your feet, it was called "STOMPBOX" or something and stomping your foot with the sensor would activate whatever noise you set it to. It was somewhat neat, no idea what happened to it though.

There's a few crazy obsessives like Adam Savage who build audio files into their props but yeah, they're usually the exception

If you're wearing gloves, you can put buttons in the finger tips to trigger audio. Star Wars nerds (like me) do it a lot.

The performers at Galaxy's Edge use glove based controls too. Theirs are gesture based with likely button modifiers.

Even simpler--I once saw a gir cosplayer that had a squeaker in her hand that the squeazed to the beat of her footsteps, and it was brilliant
