Garber has his delusions but I don't think "MLS has more leverage than the NFL" is one of them. When Orlando won their bid the plan was for the city to pay for some of the stadium. It wasn't until much later (I think after the first season had already started) that the team announced that the city was taking too long and they would just pay for it themselves.
