This seems to be an actual Netflix original, as in Netflix ponying up money for the production, as opposed to all the other "Netflix original" anime where they just bought distribution rights to something that was already getting made. Their stated goal is to make all of their original content available throughout their service worldwide, since as the owners they can do that rather than having to negotiate part and parcel for every country and region.

While ambitious, it's a super neat idea, and they've already produced one j-drama, released last year, with a 2nd one supposed to come out soon, so there is some precedent.

Depends entirely on the writer of the story. I've seen Oda Nobunaga portrayals running the entire spectrum from altruistic super-patriot unifying a shattered nation to literal demon. Ieyasu Tokugawa has been both a shrewd mastermind and a hapless buffoon based on the particular narrative.
