 Hypothesis: Each Game represents a different set of evidence. Thus, the reason that Beato is now incapacitated is not simply because she's "resigned" from the game, but because we've run out of messages in bottles. Thus, Lambdadelta, who represents some other authority's take on the matter (given the idea of "certainty", perhaps the official government report, but that's pretty wild speculation on my part.) I feel like the end of the first game is pretty good support for this.
