Is it true that you can get 60fps locked on a PS4 Pro? Might just do that if the port has a lot of issues.

So I played the demo version of this on PS4 for a little while to see if I would like it, and the combat was fun enough but the campaign was very, very talky, much more than I was expecting. Is the rest of the game like that or does it open up? Or should I just immediately go online and forget the SP?
