Does a MLB player have to be over 5 feet to play ball? Well, Jose Altuve was an All-Star, so clearly no. But actually, for a serious answer, as I understand it, the rule is that MLB has to approve all contracts before any player can play in a game, so while there is not an actual rule against extremely short people, any gimmick contracts would not get approved.
