I suspect it's because advancing against them means they don't all rush into East Prussia, and that one decision that simulates Tannenburg cripples a whole lot fewer Russians.

The French seem to have a ton more artillery and cavalry. I don't know anything about this game, but I'd bet that's why they're so successful at advancing.
