 Can thrones even spawn in underwater provinces though? It seems to me that even if there was an underwater player who was really difficult to uproot with poor land units, you could still win the game by just ignoring them.

 I mean if you can only see it in the one province then it could be the result of an event like the one the OP had that added extra misfortune to a province (or even certain magic sites increase misfortune I think), but if it's all over that's a bad choice.
