The TSA considers ice cream a solid, so passengers can take it past security. It usually has to be packed with dry ice, because if it's partially melted, it must meet liquid requirements (3-1-1).

Ice cream freezes when you freeze it and melts when you melt it, just like water..... So that's why ice cream is considered water. It's not rocket.
