Technically speaking, according to the city & state codes, they recently changed it so it's not legal to keep an animal of sheep-size or larger within city limits. Apparently this was changed a few weeks ago for an unknown reason. I'm still allowed to breed peacocks without restriction. It's within my rights and their coops are fine and healthy.
