Yeah, the levels can go all over the place. I personally started with Orange because why is she so far in the game aaaaaaaa Ahem. That aside, I'm not sure if this is going to be a 'Seal 'em all' run, but it looks like it might be? Good luck, regardless of if it is or not. There's also a really rare encounter, being Sukuna, on Route 1, but I think you can also get her later.
