The three roles of APCs:
Transports.
Supply trucks.
Distractions.

It could be a neat mechanic if it was applied to everything (i.e. being more hollow made all your weapons and spells do more damage - I can think of a few other games that pull or can pull a similar trade-off between health and attack power/capacity - the Souls games arguably already do it with things like equip load and each level costing more souls than the last) but yeah, this way it looks like an unacceptable trade-off unless you're going for something very specialised.
