I was a CPS investigator for a little while, in Texas. I'm not sure where these people are but in my limited experience CPS was hesitant to ever pursue claims of emotional abuse. They needed the emotional abuse to lead to demonstrable harm that could be unambiguously connected to it. For example, the one time I did see it stick it was because a child wrote that she specifically attempted suicide because her mom yelled at her nonstop and treated her like poo poo. I'm not shocked these people have a diehard fan base. At least where I worked (several rural counties) the idea that you can treat your kids however you want, and that harsh discipline was best was very strong.
