Well, the round stone thing at the entrance is broken and my puzzle-sense tells me that rebuilding it will either actually get you inside or tell you how to get inside. Is the other half of it somewhere on the beach or in the town? Or maybe under water somewhere near the shrine?

Those rocks look an awful lot like a Tower of Hanoi puzzle. Maybe sort the rocks by color?
