Hillary carried her district by 20 points.

I think it's mostly a consequence of the filibuster in the Senate and why both parties are so freaked about it potentially going away. Republicans could've jammed a shitbudget through a 50 vote threshold, but they're not unified enough and it would lead to trouble in the Senate if the House's version was too lovely. So they needed Democrats, and Democrats are holding up as a solid bloc right now, so you get the conditions for a compromise.

So with that, leadership of both parties turned loose their staffers to hammer out a deal. When their bosses aren't being stupid (and Donnie isn't running his mouth), staffers can do a ton of negotiation work like this. Their active assumption has been:

1) Donnie's budget is full of bullshit and full of cuts that nobody will support in either party (NIH, EPA to some extent, foreign aid, State department, etc).

2) Donnie is full of poo poo and will want things that nobody will support in either party (wall).

3) Donnie will sign whatever you put on his desk.

So, Democrats get to keep their programs, Republicans get more Defense/Border money. The Border money is $1.5B in technical upgrades and repairs on the fencing currently there, specifically banned for use on a new wall or new border patrol agents, so it's enough where Donnie can declare victory and then start yammering on about how his big, beautiful wall will be built soon, believe me.

Probably realized that the republican party was going to poo poo on her terribly if she voted the way the district wanted her to. Her district swung overwhelmingly​ Dem in the presidential election, so she was caught between party politics and representing her district.

Trump's probably getting the Civil War confused with the Nullification Crisis, which 1) was during Jackson's tenure and 2) also involved South Carolina being a bunch of preening morons.

Of course Trump loves Jackson, he was just a successful President Trump. Jackson campained the same way (hickory canes and red baseball caps), talked a big game and bad-mouthed his opponents and got his base riled up, and the best part is he ignored the courts and did what he wanted anyways. Also Jackson was smart enough to accomplish some stuff, mainly kicking my people the hell out of the US.

In the interest of fairness, Jackson did keep South Carolina from seceding in 1828 during the nullification crisis (SC wanted to ignore a federal tariff because northern states are big dumn meanie heads).

Not necessarily a civil war situation, but no way Trump is smart enough to know about this event/the difference.
