I don't know how true it is, but every time a spook shows up in movies and television, they're usually given some bullshit cover title like' attache to the undersecretary of travelling pants', she had a similar job title. I think she was more of a vehicle to start putting Claie into power, since a lot of the real players in DC had come to the conclusion that Frank couldn't be managed.
