Is the D1 character carry over for D2 account-based or character-based? If I completed the vanilla story on my Titan, then will my Hunter and Warlock carry over too even though I haven't done much of the story on either of them?

While PvP is important, if they balance PvE around that then this will come back to bite them. I did hear that they changed around their architecture so they can balance (read nerf) individual weapons instead of blanket nerfing an entire class of them. Des2ny is actually the real Destiny 1.

Bungie should just port D1 PvP to D2 and tweak it a bit. Maybe focus on more compelling PvE content.

One time in D1 I killed the whole opposing team with a single Fist of Havoc after they huddled inside a Defender's bubble. I don't think that it will feel like such an accomplishment with 4v4 matches with shittier supers.
