Except 2014 planning documents for the refurbishment specifically cite making the building look nicer for the poshos in the other buildings looking onto it as their reasoning for installing it, and even if it weren't it would have literally cost an extra £5000 to get non-flammable cladding. Of course the other problem is bright kids who get loving bored and don't apply themselves, but to my mind mediocrity is better than not being able to complete the work.

Pretty sure you're looking for that implication. I read it quite the opposite. It's not that big a hurdle and the fact we don't give our teachers the resources and support to teach a large number kids to even that level is a major failing. Turning around and then blaming disadvantaged kids for holding back those already at the top is a hosed up response to this failing.
