My own theorycrafting has been simpler than some of the people above : Toffie was in cahoots with Eclipsa the whole time and intended to sacrifice himself for his Queen. That's why he killed Moon's mother when she was so young, to push her into making a deal with Eclipsa for something that could kill him. When Moon chose a third option and instead shot off his finger, making his whole army flee, he himself left because he was suddenly not enough of a threat to kill. And the reason why he always put in some effort to not die? He didn't want to raise suspicions about his long-term goal by being seemingly okay with dying.

She just wasn't the main character, you mean. Really, that's kind of at the root of the whole problem, Dipper is clearly the main character but sometimes it feels like the show's trying to sell us Mabel as his co-star.
