As to whether it's cheating or not, that's more or less up to the community to decide. In my opinion it's the code that's busted and hardware or software fixes should be employed at events. I'm not of the opinion that slotting the exact abilities you want on gear is a major power boost, but inasmuch as this game has a power curve Salmon Run is gonna be key to climbing it.
