If we're counting old games on Steam, UMVC3, KOF98/2002/XIII are probably the best by that measure

Anyway nobody's gonna buy the game with kinda poor visuals and a small community when it's priced higher than AAA releases

Also Tekken 7 is almost as cheap per character and that's despite being an actually semi-recent release and not a port of a year old game.
