The chances of either Tottenham or Liverpool getting a ridiculously tough group is pretty good. There's 4/7 pot 1 teams that would be a big problem for them (RM, Bayern, Juve, Monaco), then 3/6 of pot 2 (Atletico, Barca, PSG). That's roughly 50% crudely done of one or the other running into that situation, but it would be a little higher if you did a bayes breakdown of consecutive draws (since they're not all done at the same time). Neither team is particularly deep, meaning serious mid-late season fatigue on their starters. Chelsea, City and United are all in a better odds situation for this draw, and have much deeper rosters and loan reserves. I'm excited to watch some melt-downs.

Sounds like a tough draw for the teams that end up in Liverpool's group.
