Tourists make a few things better and a lot of things worse. But if tourism wasn't a net positive for a country then governments around the world wouldn't promote it so heavily.

It seems to create mercenary free for alls in poor countries and in rich countries its just icing on the cake. What it doesn't do is turn poor countries into rich countries. Poor countries become rich off productive industry, not tourism. Making stuff

tourists get VAT rebates in most places around the world. tourists arent supposed to be paying VAT.
