He's out for the final afaik. I really hope they leave him at home for the WC. He's been loving amazing over the years but he hasn't played in ages and Ter Stegen has had a great season.

He did play Lehmann all of Euro 2008 despite being dropped by Arsenal for most of the season before and being horrible all tournament.

Think one of Gomez/Petersen will make it. There are four positions to cut imo:

-one goalie
-one of Gomez/Petersen
-one defender
-one of Brandt/Draxler/Reus because bringing five players for the wing (+Müller, Sane) seems a bit much

That is assuming a bit of a conservative option that focuses on a 4-2-3-1. If Löw wants to play three at the back then it might look a bit different but I reckon he'll stick with the conservative option.
