What does it take to get promoted to Admiral? Surely almost everyone who was an Admiral pre-virus is dead by now?

Ah, but I read the Wiki for Tom Chandler and it said that he was offered a promotion to Admiral but turned it down as prefers being a Captain. I don't know why I cared enough about this stupid show to look this up but there you go.
