Anywhere else on the pitch running in to someone who has kicked the ball is a foul. Why is it different in the penalty area?

Anywhere else on the pitch if you go over the top of the ball, slightly graze it and then take the player out it's always a foul. If Mignolet had hit the ball clean into the stands and then clipped Vardy on the follow through you might have a point.
