As far as I know there's nothing in the US Constitution that prevents an area in a state from seceding from that state and forming their own state. Long Island should secede from New York and form its own state if it feels that it's being taken advantage of by the rest of New York.

Yeah, it looks like Long Island has already filed for secession several times in the past and got refused by the New York Legislature. It seems like a big oversight in the US Constitution to not have a way for a less populous area of a state to secede if it wants to.

The US Congress can decide whether to admit a new state to the Union or not. Interestingly enough the wiki article doesn't mention if just a majority of Congress is required, or some higher vote percentage. I'm guessing some higher vote percentage is required since otherwise it would have been abused in the past by the ruling party to admit states that would vote in that party's favor.

Long Island could still secede from New York and just be a US territory like Puerto Rico without becoming a state.
