TF2 runs on a literal potato so its much easier to have multiple instances of it running or run it in a virtual machine or whatever, or set up bot farms for it. like even when it was new it was notable for how old a machine you could run it on.

also just going to the community browser and joining random servers, most of them dont really have bot problems. the bots only really infest the automatic queue.
