Most legit casinos are usually happy to tolerate or even encourage small timers to try counting cards because it's a great way to take their money; if your bankroll is only a couple thousand you've still got decent odds to go broke on a 1-2% edge, even assuming you're a good enough player to play that well (which is a much, much smaller group of people than the group of people that think they can.) Casinos also have lots of tools to gently shake things up to disrupt whatever system you're using--more shuffles, more decks, rearranging tables to reset the game--which let them keep taking your money without giving up their edge. The casino is running its own hustle: they want you to think that you can beat them at their own game, and letting people think they're going to beat the casino with a simple card counting system helps them take money from suckers. Ultimately as long as more people are playing more blackjack it's a win for them; mostly, it's only when people get really serious about scouting tables and playing very selectively that it starts to become a threat (and yeah those people are going to get perma-banned in a hurry if they keep heading back to the blackjack tables.)
