It's just that this expansion is consolidated almost entirely around dollar stores, which are setting up shop in retail spaces that had, for the most part, been empty for years. iirc all retail is down, especially premium/mid-range retail. dollar stores and cheap supermarkets aren't outpacing total closures, but it's definitely filling a gap.
