The tiebreaker right before the coinflip is "most net touchdowns scored" though, so I guess the number one seed could be awarded to the team who scored 3 touchdowns to their opponents 7 field goals in a 21-21 tie. Would go to the teams who had a series of high-scoring ties as opposed to the ones with 10-10 ties.
