I like that you’re getting $25 but to effectively use it you’ll almost certainly have to spend more of your own money (or Canadian tire money) to pay the difference between your $25 “refund” and your total bill.

This is literally the entire point. Just like bread, the gift certificate is a loss leader meant to get you into the store where you'll end up spending more money and it's going to work. I'm curious on the maths you're going through given I spend $40, maybe $50/week on groceries. Unless everything is marked up 200% they aren't profiting from this, it's just them mitigating PR damage.

I'd heard about this, but we don't have any actual "Loblaws" branded stores out in Alberta.
