Yeah, Congress used the Postal retirement fund as a slush fund like they do with SS. It really crippled USPS though because they had to put money into the fund instead of recapitalizing and getting new equipment.

I'm sure there's better topics we can discuss to make us happy, yes? Here's my dog! What made me happy was I left her with someone else while I was on holiday. Being a pandemic puppy she's rarely been away from me for more than 12 hours at a time. We were reunited on Friday and I've never seen a creature so happy about anything!  Sorry if this doesn't count as news, but: dogs are cool, yo. If you're able, get yourself a dog.
