I played a frumentarii character and it was really drat fun. Sneak around, do the Armed for Bear challenge without being detected, take NCR quests and cock them up, sweet-talk your way into Hoover Dam and get into the armory, basically do all you can to sabotage the NCR without getting any heat on you.

It really limited the level of engagement that I was able to achieve with the story in New Vegas. Games like Mass Effect and Alpha Protocol show that it is possible to allow a variety of character flavors to role play while still having a voiced protag. You just can’t discard the entire premise of the game like a petulant child and be a special princess. OTOH, do you think they'd record every single PC line of dialogue again in the orc, khajiit and argonian male and female voices, or just cut them from being playable characters? Any character flavor you like, so long as it's white male human.

I actually did do a Legion run, and if you can ignore the morals, it's really a very fun and fresh take on the game if you play a Frumentarii. Spend the whole game sabotaging the NCR, loving up their quests, do Armed for Bear and all without being detected.

I like how the Enclave has its own civil war in 3 - Eden wants to continue the old plan from 2, while Autumn wants to have Project Purity working properly and use it to gather wastelanders to the Enclave as an actual revival of the United States government.

4's protagonist mixed with 3's Enclave plot could've been cool. You're the pre-war guy/gal who barely makes it to the Vault in time, then 200 years later the Enclave wakes you up and recruits you since you're a pure-human decorated vet, you go along because hey, the United States is still around. Get your setpiece fight in with Enclave Power Armor vs a rampaging Deathclaw, then get sent out into the Wasteland as a scout. Then you could choose between going with Eden's plan (which is incredibly evil but at least not Chaotic Stupid since you're immune), Autumn's 'restore America', or going native with wasteland factions. Playing as a Frumentarii was actually a cool and fun game. Also you can call Ulysses dickless if you're a Legion lady. "But yes, last I heard, you needed a weapon between your legs to carry one for Caesar." "Is that why you quit?" "What are you- hrm."

They're hostile to the Followers, they've got a theoretical genius working the nonworking power plant, and they don't patrol the roads at all on top of abandoning settlements because they're stretched too thin. Still charge those taxes though.
