My wife used to work at an animal rescue. He was what is commonly referred to as a "foster failure" - she brought him home as a foster the day he was surrendered by a couple of teenage girls and he never went back to the shelter.

That being said, while the SCOTUS ruled that prisoners have a constitutional right to (well, technically that the states have a constitutional duty to provide) healthcare that doesn't mean they actually get it.

Most states seem to have taken the "its cheaper to violate court rulings and pay settlements to the surviving family members" approach than actually abide by what the courts have ordered them to do. If the treatment for your illness isn't "take two inexpensive over the counter pills after each meal" you're very likely to die a needlessly painful, easily preventable death in prison.

Doesn't help that I've been laid off twice since 2015 and had a contract job with an rear end in a top hat company last summer, then got lied to about the place I'm working for now - they promised a big raise at my 1 year anniversary, then I found out about a month after starting that the company is in dire financial straits thanks to a previous president siphoning off all profits for the better part of a decade, and being in business six months from now is a 50/50 proposition. Needless to say I've ramped up my job application efforts recently, because its ridiculous to be driving 60 miles a day to a job that barely pays the bills and has a highly uncertain future.

My guess would be those little Doppler radar units can't get a consistent hit off of something as small as a human body. Quick google search shows pedestrian avoidance systems utilize a combination of radar and optical sensors, so it being dark out likely contributed to the system failing.

Probably more of a case of "will prevent most pedestrian involved accidents but doesn't work 100% of the time."

Looking at the numbers, there were 5,376 fatal pedestrian/vehicle accidents in 2015. If you prevent half of those (assuming a 50% success rate, which is probably substantially lower than pedestrian avoidance systems actually perform) you're still saving 2,700 odd lives per year.

TL; DR don't let perfect be the enemy of good.

This was pretty much what happened to our Doberman, although he made it to 10 days before his 7th birthday. Deadbeat boyfriend bought him from an Amish breeder. While his temperament and intelligence were incredible (he was seriously the best dog I've ever had, out of a long line of dogs stretching back to as far back as I can remember) and he didn't have any health issues from birth he died of osteosarcoma, which Dobermans have a genetic prediliction for and which breeders should work to avoid - but to the Amish dogs are just another form of livestock to make money off of.

Great Lakes region weather may suck, but at least we know where our next glass of water or shower is coming from.

Also major natural disasters (earthquake, flood, wildfire, hurricane, tornado, etc.) are practically unheard of.

And most importantly, the beer scene is pretty great here.
