Which is exactly what my brother did, which is what the Optus rep told him to do, and then said 'and then we will get the TIO complaint and contact you to say 'there is nothing we can do as there is no plans to upgrade the infrastructure at this time' and offer you a discount on your plan'

which is exactly what happened, but hes still paying $80 a month for 1mbps on a 100mbit HFC line.

They actually are, because they are 4km+ from the nearest exchange, and Optus is the only cable provider in the area.

so they can get ADSL2+ but it will be the same deal. slow as hell or over sold and congested, just like the cable.
