From what I've gathered, the "mandates" aren't so much a big list of unbreakable THOU SHALT NOTs, but just more like the collected experience of what Sega will and will not approve based on past back-and-forth script discussions with them. Sega's more stubborn with some of them and more flexible with others, but they're all potentially subject to change at Sega's whims too.

I've only been picking up the trades, where Belle hasn't even been introduced yet, and apparently the next volume has been delayed again until January. A consequence of COVID, I'm sure, but dang I'm feeling farther and farther behind.

The next issue should be out tomorrow and they've been posting more previews of future issues and at least one more one-off special: https://twitter.com/idwsonicnews/status/1657067482857734144 The Sonic team did get hit by the recent IDW cuts though, as they let go Shawn Lee, the main letterer on the books.
