So like is there an actual reason for animes to have such short development cycles, if they're paying for the team to fix it for blu-ray release anyway? Is it just producers cargo-culting?

idk I think it definitely plays in to a larger context in which having a pervosexual transwoman serial killer as the lurking villain is transphobic and it's perfectly fair to view it through that lens, especially this early in the series before it becomes plainly clear the author genuinely loves all the social outcasts and amoral psychopaths he writes. It feels distinctly less transphobic to go back to this part of the story if you can look at it in the context of other characters that show up later in the series (I say, having not caught up to the episode in the anime).
