If there's a timer, then you have the option to not do anything (though it may not always be a viable choice in terms of progression). If there isn't a timer, you have to make a choice.

Yeah, when a timer is involved not acting is a decision. This isn't always going to do something relevant but it's worth keeping in mind anyways.My first time through I didn't really think about this for a chunk of the game since I didn't get around to this particular button until much later.
