I mean it absolutely is that game, but it is not JUST that game. Mechanically it's much more drilled down to its core, with better balance, a smoother difficulty curve, a whole heap of QoL improvements in terms of interface and such, and the way the missions are structured gives you way more options to do what you want.

IDK, I'm not gonna say a lot of it is new, but it still feels like a big step forward to me.

Didn't someone earlier point out that you can reduce visitor congestion by raising the prices? I haven't tried it myself.
