Pathos: we do try to sum up what happens as we (typically) structure our thoughts in the podcast linearly in time with the show. If not, we do a quick plot runthrough and then break out the issues to talk about. Particularly if you listen to ep0 and get the low-down on characters otu the gate. which im realizing me and Dave might want to do a betteer job of revisiting / clarifying. even to the point of just saying "communications director Toby Ziegler" to freshen people up

I haven't watched the show in years and your summaries are enough to remind me exactly of each episode and occasionally let me know I'm merging bits in my head (i had combined (Ep 6 spoilers the Zoey/Charlie/randos scene in this episode with the "Charlie and Sam are involved in a bar brawl" scene from the California season. Another great episode.

On the other hand, at present everyone has a pretty fluid role in terms of what exactly they're doing when they appear on camera, CJ's gig as press secretary is the outlier where she's routinely delivering breifings, so you're right. considering how long ive been familiar with the show I might be overcompensating but i'd like to at least give noobs a shot

In practice, him and Toby combine to be the main speechwriter for POTUS, though oftentimes it seems like Sam is the one actually doing the bulk of the speechwriting and Toby just goes around from meeting to meeting to get everyone to stay on message or to make convincing arguments to try to change votes.
