The only requirement to unlock the camp is to have the church open. The main refugee guy shows up at your place after that. If you haven't slept a lot, especially if you're using a cheat for infinite energy so you stay awake longer, just sleep a bunch to clear out the queue of events that spawn when you wake up. Make sure to exit your home after each sleep as well, as some events occur right from your bedside, and others when you step outside.
