This is weird as heck. Whatever happened was certainly not "a janitor" looking at illegal porn. Federal and civilian employees get busted for crimes in federal buildings with some regularity and they don't evacuate the surrounding town unless there is fear of information spreading or imminent risk of death. Given there weren't a bunch of people in hazmat suits I think the latter is likely. This thing is just background noise but it probably should be a bigger story.

It might be different, the one I worked at is still DoD property even though it's given to a bunch of research institutions who pay the USFS lease. It's completely surrounded by razorwire and you won't be getting in without a key or an escort + reason to be there, but if you were to get in you could walk around freely. Every door is locked though.
