who cares if the government is spying on people in the post-apocalyptic wasteland? there's no government here to begin with. by contrast, hatter is trying to get paid and promised to get you paid as well. that's a happy ending! hatter is the obvious choice.

phillip didn't cause the apocalypse or the collapse of society, but he's the reason there are cryptids running around. he is also inspired the disease cult. the game ends with him endlessly chasing his own tail, to no purpose or benefit. ha, that's pretty good.
