Either way describing human meat as being like veal seems odd to me, I doubt the flesh of adult humans is similar to calfs kept to make veal. I can't remember if it was ever outright stated, but following the development blog while this was being worked on I got the impression that they were really struggling with the methods they were using to develop it and their limitations. I think they planned to flesh the game out a lot more, but it eventually got so burdensome they decided to just wrap it up as neatly as possible and move on to the next project.
